David Worthington, Fleet Manager, County of Santa Clara has over 35 years of extensive management
experience in the automotive and truck sectors, covering government and private fleet management,
franchised truck dealerships, wholesale and retail parts operations, insurance claims, collision repair,
and sales. For 16 years, he has specialized in electric vehicle (EV) infrastructure, leading regional
network planning, site assessments, EV supply equipment hardware and software, ADA and regulatory
compliance, public and fleet charging management, and grant funding, alongside EV design, operation,
repair, and maintenance. His leadership has earned teams over 37 international, national, state,
regional, and local awards, including a U.S. EPA Clean Air Excellence Award for Transportation Efficiency
Innovations and #1 Government Green Fleet in North America. Named 2024 Public Fleet Sector
Manager of the Year, he serves on boards like the Municipal Equipment Maintenance Association and
East Bay Clean Cities Coalition, advising California Air Resources Board for over 16 years.
